Dutch Regulator Issues Warnings to 13 Sites for Unlawful Payout Conditions
The Netherlands gambling authority, de Kansspelautoriteit (KSA), has issued warnings to 13 online gambling operators for obstructing and delaying customer payouts.
In its announcement, the KSA revealed that a review of licensed online gambling providers uncovered that 13 operators imposed illegal conditions on their payout processes. Nine of these operators have been instructed to immediately remove such conditions, while four others are under investigation. The four under suspicion have been asked to disclose their payout procedures to the KSA and, if any conditions exist, to remove them immediately.
Payout Regulations Under the Remote Gambling Act (KOA: Wet kansspelen op Afstand), all gambling license holders in the Netherlands are required to process withdrawal requests from customers within a reasonable timeframe and without unnecessary delays. No conditions should hinder this process.
The KSA has also clarified that there should be no minimum withdrawal amounts or wagering requirements before payouts are issued.
Violations The KSA has implemented monitoring systems that detect if customers face delays or issues when requesting payouts. These systems flagged nine gambling operators, leading to warnings being issued to the license holders. Despite this, the KSA continued to receive reports of illegal payout conditions, prompting further action against the operators.
Although no signals were triggered by the remaining four operators, the KSA has requested that all 13 providers confirm in writing that they do not impose minimum amounts or wagering requirements on payouts.
According to the latest Netherlands Gambling Statistics, the 27 licensed online gambling operators in the Netherlands generated a combined €1.39 billion in 2023. The average customer loss per month is approximately €160, with around 1.1 million active customer accounts in the country.
