The Curaçao Gaming Control Board (GCB) is reportedly considering revoking the gambling license of BC.Game, an online casino and sportsbook operator, following allegations of bankruptcy and failure to pay out player funds. BC.Game is currently a front-of-shirt sponsor for Premier League club Leicester City FC.

According to reports, the GCB has flagged potential regulatory violations by Small Dance B.V., the company behind BC.Game, which may result in license revocation. A lawsuit filed by the Foundation for the Representation of Victims of Online Gaming (SBGOK) accuses Small Dance B.V. of operating illegal gambling services in Europe via mirror sites and online guides. These platforms allegedly provided users in countries like Germany, Denmark, and Switzerland with instructions to bypass local gambling regulations, despite those regions requiring local licensing for legal operations.

Small Dance B.V. has defended itself, claiming that it inherited no financial liabilities when acquiring BC.Game from its previous owner, Blockdance. However, SBGOK contends that both entities share common stakeholders and that player funds were depleted during the transition. The lawsuit, filed on behalf of two players owed $2 million, culminated in a bankruptcy order against the operator on November 12, 2024.

In response, BC.Game disputes the allegations. In a statement following the bankruptcy ruling, the company declared:

“We strongly disagree with the court’s recent rulings and will vigorously appeal the decision, as we believe it failed to adequately consider key facts. BC.Game is confident in our ability to demonstrate compliance and uphold our reputation as a legitimate operator in the industry. We are evaluating the most robust options to safeguard the company’s continued operations and maintain strict compliance with industry standards. Our users’ trust and satisfaction are our top priorities.”

While the GCB has refrained from commenting directly on BC.Game’s case, it clarified that the bankruptcy ruling was administrative and not indicative of insolvency. A trustee has been appointed to manage the company’s estate and oversee payments to affected players. The GCB stated that it is consulting with the operator to determine appropriate regulatory measures.

Allegations of Corruption in Curaçao’s Gaming Regulation

The GCB has also faced separate accusations of corruption and fraud in its gambling license reform process. Luigi Faneyte, an opposition politician from the Real Alternative Party, filed a report with the Attorney General’s office on November 25, alleging that gambling licenses were issued without legal oversight, leading to financial losses.

The GCB has denied these claims, asserting its exclusive authority over the licensing process, as mandated by the Ministry of Finance since December 2019. It emphasized that all license applicants undergo rigorous evaluations, including due diligence checks, business plan reviews, and initial website assessments. The GCB further clarified that licensing fees are paid directly to government accounts, ensuring transparency and accountability.
