The European Casino Association releases a manifesto to align with EU objectives and tackle illegal gambling.
The European Casino Association (ECA) has launched a new manifesto designed to support the European Union’s policy goals for 2025–2029 while addressing key regulatory challenges within the gambling sector.
The manifesto emphasizes consumer protection, combating illegal gambling, and promoting economic growth in the legal, land-based casino industry.
The Cost of Illegal Gambling
The ECA estimates that illegal gambling generates €32 billion ($33 billion) annually in online revenue and €10 billion in land-based gaming revenue across EU member states. These unregulated activities deprive governments of over €10 billion in tax revenues each year, erode consumer protections, and weaken regulatory standards.
Three Pillars: Support, Protect, Promote
The manifesto is built around three core pillars:
Support: Assisting policymakers in creating a secure and regulated gambling environment.
Protect: Strengthening enforcement against unlicensed operators and reinforcing consumer safeguards.
Promote: Highlighting the economic and social contributions of the licensed casino industry.
ECA Chair Erwin van Lambaart stated:
“This document reflects our commitment to supporting the EU and Member States’ efforts to uphold a regulated and responsible land-based casino sector. We call on policymakers to collaborate with us in safeguarding the integrity of the gaming industry against illegal operators while fostering economic growth and protecting consumers.”
Advancing Regulation and Enforcement
The ECA advocates for enhanced anti-money laundering (AML) regulations and stronger enforcement mechanisms to counter unlicensed activities. Additionally, the manifesto supports implementing the EU’s Digital Services Act to curb illegal gambling advertising on online platforms and calls for a more prominent role for Europol in combating financial crimes linked to gambling.
Economic Impact of Licensed Casinos
The manifesto also underscores the significant economic contributions of licensed casinos. ECA members collectively employ thousands of workers across Europe, boost national GDPs, and strengthen local economies through job creation, tourism, and cultural sponsorships.
Strategic Partnerships for Industry Growth
In November 2024, the ECA announced a strategic supplier partnership with Aristocrat Gaming, IGT, Light & Wonder, and Novomatic. This initiative aims to promote responsible practices, enhance security, and improve industry standards through collaboration with these leading suppliers.
The ECA’s manifesto is a call to action for policymakers to join forces in building a sustainable, well-regulated gambling ecosystem that benefits both consumers and the economy while combating the rise of illegal gambling operators.
